The primary purpose of this position is to perform the full range of painting, including surface preparation, blending and matching paints, and coating of various surfaces requiring fine finishes and decorative effects.
Duties
Prepares various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding and applying fillers and base coats.
Mixes, thins, blends, matches, tints and tones coating materials.
Applies coating materials using brushes, rollers, spray guns and other means of application.
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean environment.
Uses and maintains tools.
Works to achieve and support quality improvement in all products and services.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Job Grading Families and Qual Std for FWS Job Grading Qual Standard for Painter, 4102. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of accepted surface preparation and coating methods and techniques including special finishing techniques; and paints and thinning additives.
Knowledge of safety regulations, practices, and procedures.
Knowledge of current Federal, state, local, and Air Force regulations pertaining to hazardous waste management.
Skill in reading and applying directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, and pre-coating agents; and tinting, toning, matching, and blending coating materials.
Ability to set up, prepare, operate, regulate, and maintain complete stationary and portable sandblasting equipment safety such that the operation of equipment does not endanger the operator or other employees.
Ability to accomplish maintenance record keeping, both manually, and through operation of a personal computer to access and enter data into appropriate computerized systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
