The primary purpose of this position is to accomplish the preparation, finishing, striping and/or blasting and painting/coating of damaged finishes on aircraft surfaces of assigned aircraft; prepares various surfaces of interior and exterior of aircraft by mechanically and chemically removing old paint and rust; removes corrosion by mechanical and chemical procedures.

Duties

Applies coating materials using brushes, rollers, spray guns and other means of application. Prepares various surfaces of interior and exterior aircraft structures by mechanically and chemically removing old paint and rust; sanding and applying filters and base coats. Operates machine to blast aircraft parts with critical tolerances or parts that require heavy blasting. Blasts aircraft, parts, and/or components using stationary blasting booths, and strips specified areas using chemical stripping agents. Services aircraft systems, disconnects, removes and/or disassembles. Manages and controls resources used in the performance of aircraft mechanic, blasting, and painting/coating work.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the for FWS Job Grading Qual Standard for Painter, 4102. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. Federal Wage System Qualifications (opm.gov) The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in applying various aircraft surface preparation methods and techniques; matching, tinting, toning, and blending coating materials; applying accepted coating methods and techniques including special finishing techniques for aircraft surfaces, parts, and components. Skill in operating plastic media/sand blast chemical, and high pressure cleaning systems for washing, stripping/blasting, and cleaning aircraft parts and components. Knowledge of accepted surface preparation, application and repair of coating methods techniques including corrosion identification and repair, special finishing techniques; paints and thinning additives required for various aircraft. Knowledge of the operations and functions of a number of aircraft parts/components and the methods of removal and installation so that the parts and components are not damaged or misaligned. Knowledge of a number of aircraft systems, subsystems, and assemblies such as electrical circuit breakers and hydraulic systems. Skill in preparing aircraft and aircraft parts for servicing, towing, repairing, blasting, and painting/coating. Skill in reading and interpreting instructions, specifications, blueprints, and technical orders. Knowledge of environmental, safety, tool control and security requirements, directives, and procedures pertaining to aircraft depot maintenance. Knowledge of recordkeeping, documentation, and other administrative tasks associated with aircraft maintenance and repair. PHYSICAL EFFORT: May be required to lift and carry 25 pounds and over with assistance, Hours of straight pulling are 1 hours per day. Hours of pushing are 1/2 hour per day. Reaching above shoulders. Use of fingers. Both Hands required. Hours of walking are 2 hour per day. Hours of standing are 6 hours per day. Hours of crawling are 1.2 hours per day. Hours of kneeling are 1 hour per day. Hours of repeated bending are 1 3/4. Climbing, use of legs, and arms. Both legs are required. Near vision correctable at 13 inches to 16 inches Jaeger 1 to 4. Far vision correctable in one eye to 20/20 to 20/40 in the other. Depth perception. Ability to distinguish shades of color and basic colors. Ability to climb ladders; work on work stands and scaffolds. The blasting work requires the capability of holding a blasting nozzle with 100 PSI nozzle pressure for extended periods of time. Specific hearing requirement is APPLY HEARING STANDARDS. Operation of motor vehicle. Ability for rapid mental and muscular coordination simultaneously. WORKING CONDITIONS: Requires both inside and outside work and is subjected to an excessive amount of noise and vibration from shop machines and to variety of weather conditions. Subject to intermittent dust and fumes. Subject to contact with solvents (degreasing agents), grease and oils. Works in shop areas around electrical energy, slippery or uneven walking surfaces, and moving objects or vehicles. Works on ladders or scaffolding. Subject to vibration from hand held sanding equipment. Works closely with others. Must wear protective equipment including coveralls, gloves eye and ear protection, and a respirator. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
