The position is located within Operative Care Service at the Malcom Randall VA Medical Center in Gainesville, Florida. This position was established to provide administrative oversight to the Operative Care Service subspecialty sections which consists of the following areas: Orthopedics, General Surgery, Otolaryngology, Gynecology, Neurosurgery, Ophthalmology, Plastics, Podiatry, Thoracic Surgery, Urology, Vascular and a Surgical ICU.

Duties

Major duties include, but are not limited to: Identifying, documenting, inputting, processing, and tracking all data as it pertains to health profession trainees (HPTs) from multidisciplinary training programs, to include documentation, security, and fiscal requirements, as outlined in Affiliation Agreements; post­graduate level and pay (stipend) rate; funding sources (i.e., Full Disbursement Agreement, VA, military, or Without Compensation (WOC)); contract terms; training cycle limits; licensing authority; and service obligations. Serving as Drug Enforcement Agency-Primary POC for Operative Care Service Line to update and maintain DEA licensures for prescribers, using ePCS (electronic Prescriptions for Controlled Substances) and DEA Lookup systems. Working closely with any and all services to implement revisions or work processes, or interrelated functions to ensure appropriate actions are taken in regard to students, Associated Health trainee positions, and resident trainees (GME). Compiling/Maintaining monthly and quarterly reports including required learning reports for staff (monthly), Affiliate reports ( quarterly PIV report), and the V AMC Aggregate Report (which is used to maintain accurate allocated funds and billing). Updating and editing program policy manuals, procedure manuals, and recruitment materials, as requested by Service Chief, Sections Chiefs and Supervisory Program Specialist. Serving as the secondary Information Manager/ ADP AC for this robust service. Functioning as the USAccess system coordinator responsible to assist the Operative Care Service Line Program Analysis on the management of Personal Identity Verification (PIV) Manager/Sponsorship for the staff and trainees. Entering ePAS setting up new VistA user accounts, modifying existing VistA accounts to reflect new privileges and/or responsibilities, verifying correct person class, taxonomy, and menus. Coordinating with FMS and University of Florida Information Technology Department for installation of UF Faculty Provider workstations in VA offices. Submitting OI&T Electronic Permission Access System (EPAS) requests for account creation, modification, and termination. Overseeing and coordinating process including fingerprinting, background check verification, EQIP security questionnaire, and identity verification at Service level prior to sponsorship. Serving in the role of Contacting Officer Representative responsible for the development of statements of work, procurement packages, fund for equipment and managing of contracts for the service. Entering new equipment requests into the Strategic Equipment Planning Guide (SEPG) and will use the Electronic Equipment Request (EER) portal to enter all equipment packages, track progress of the acquisition, ensure delivery, and ensure timely readiness of acquisitions for the Operative Care Service Line. Developing procedures and policies for the management of annual service contracts renewal, monthly invoicing, contract modifications, negotiation and/or resolving contract disputes. Documenting and updating the contracting officer of the contractor's performance on a regular basis, in accordance with the contract Quality Assurance Surveillance Plan (QASP) or deliverable schedule, or as agreed upon in the contract. Ensuring that respective polices are followed and advising the Supervisory Program Specialist and the Chief of Operative Care Service Line of program and/or policy updates and assisting to incorporate these into local directives. Assisting the Administrative Support Assistant with investigating complaints and incidents; responding and documenting outcome, coordinating action on follow-up and corrective action/service recovery with Patient Advocate and appropriate Operative Care Service Line personnel. Developing author-written responses to inquiries submitted by members of Congress and Veterans, conducting administrative investigations, and preparing finalized reports with concurrence of team leaders for signature. Developing presentations, briefing materials for the AO, service leadership and resource management council review or for other stakeholders as needed or required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using a variety of automated web-based software, including software application such as VISTA; CPRS; Excel; Power Point; Microsoft Word; Outlook and Qgenda, communicated effectively both verbally and in writing with both internal and external customers, provided administrative management and over site for an Operative Care Service Line (Surgery), entering new equipment requests; tracking progress of the acquisition; ensuring delivery; and ensuring timely readiness of acquisitions, reviewing requests for supplies, providing initial user training to employees and trainees, submitting requests for account creation; modification; and termination. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some slight physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
