The Supervisory Program Specialist is in the Office of the Medical Center Director, reporting to a senior member of the Executive Leadership Team (ELT). Utilizes specialized experience of the fundamentals of healthcare, human resources, and employee engagement to develop strategies and programs that foster a positive work environment. Develop and execute programs, strategies, conducting data analysis, leading communications activities, and using research focused on improving employee experience.

Duties

Major Duties Include (but not limited to): Research applicable laws and policies, to establish programs to meet employee needs. Oversees the daily operation of the unit, ensures that policies and priorities are being followed. Develop and execute programs and strategies, conducting data analysis, leading communications activities, and using research focused on improving the employee experience. Travels to all employee worksites to develop, assess, and identify programs needed for employee experience. Develops and executes project plans, establishing priorities, and tracking respective project requirements for the purposes of keeping executive leadership informed as well as employees. Works in tandem with other services and subject matter experts in creating employee experience programs. Researches and evaluates existing programs having an impact on the employee experience, identifies gaps, and develops recommendations to executive leadership. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. GS-13 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creates a culture that promotes a proactive model of health and well-being that helps mitigate stress and challenges employees face in day-to-day living. Manages the efforts to create, improve and/or manage the strategic plan supporting employee experience efforts within the organization. Develops communication strategies to engage and educate staff at all levels of the organization. Initiates and fosters collaboration with internal and external partners involved in the Employee Experience. Provides technical and administrative advice, counsel, and instruction to employees. Physical Requirements: Typical office work not requiring special physical demands. Work environment should be ergonomically appropriate. The work involves walking, sitting, standing and ability to engage with staff in numerous healthcare environments including outdoors. The work involves some light lifting, carrying of items, as well as driving of a vehicle or golf cart. Travel will occur to all sites of care within the healthcare system.
