The primary responsibility of the incumbent will be to lead the Office of Communications & Outreach Service in the day-to-day operations of the office of the Chief, Public Affairs, Medical Media, Fisher House, and Veteran/Community Outreach for two medical centers (Including tertiary care provision), three large multi-specialty outpatient clinics, and nine community-based outpatient clinics. The incumbent will report directly to the Executive Health System Director or designated designee.

Duties

Performs a variety of duties in an extremely complex health care system which is constantly evolving within a highly multifaceted and competitive geographic area. Duties include but are not limited to: Serves as both a project manager and project director with total responsibility for management and direction of the complete "concept-to-execution" evolution of all communication and outreach efforts. Coordinates health system, community, and stakeholder engagement. Supervises Public Affairs, Medical Media, and Fisher House Services. Responsible for designing, planning, executing and evaluating the public affairs program. Directs a System-wide communications and outreach program that oversees significant resources (e.g., Medical Media = audiovisual equipment, closed circuit television systems; Public Affairs = management of Veterans Canteen Service fund allocations for all System needs such as hosting conferences, site visits, and community-wide plus all-employee events; Fisher House = addressing daily needs of 20-bed lodging facility). Monitors the status and progress of work, checking on work in progress as needed and reviewing completed work to see that instructions on work priorities, methods, deadlines, and quality have been met. Ensures that the organization's strategic plan, mission, vision, and values are communicated and integrated into the sections' strategies, goals, objectives, work plans, products, and services. Coaches the sections in the selection and application of appropriate problem solving methods and techniques. Monitors the status and progress of work, checking on work in progress as needed and reviewing completed work to see that instructions on work priorities, methods, and deadlines and quality have been met. Plans, develops, and produces a variety of materials and publications including print, visual, web-based, multimedia, and video materials to convey information about the VA to a variety of stakeholders. Assists with responses to inquiries and requests for information, including highly complex, extensive, and sensitive VISN and VHA inquiries. Handles communication efforts when controversial, high-level issues impact the VA Medical Center, often during crisis and emergency situations. Develops budgets, writes statements of work, and directs, coordinates and supervises activities of supporting staff and contractors. Studies and analyzes program-specific data related to Public Affairs, Medical Media, and Fisher House trends, as well as other related System-wide initiatives. develops and coordinates continuous management reporting systems for the Executive Leadership team and higher authorities (VISN, VACO) in order to monitor programs/Services under their supervision for cost, usage and effectiveness and to provide a current reflection of activities, workload, and expenses. Develops written communication for the Director, to include but not limited to, correspondence, action plans, and articles for publication, position/option papers, policy statements and reports. Plans and conducts studies and prepares organizational strategies for identifying opportunities to improve access and efficiency related to programs. Supports VISN and system-wide strategic goals related to clear information for informed decisions, access to timely and integrated care and support, consistent accountability and transparency, and efforts to modernize and increase efficiency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs and supervises assigned staff in the development and provision of a unified communications and outreach program. Plans, coordinates, and directs all Programs that fall under this service within the healthcare system. Plans and schedules ongoing production-oriented work to be accomplished by subordinates, and sets and adjusts short- and long-term priorities. Builds formal and informal relationships with internal and external stakeholders to promote partnerships and enhance communication. Plans, develops, and produces a variety of materials and publications including print, visual, web-based, multimedia, and video materials to convey information about the organization to a variety of stakeholders. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary, typically performed sitting at a desk, in conferences, briefings, or meetings, or riding in an automobile, plane, or train while traveling to events. Walking, standing, and bending may be required, including during presentations, visits, and tours of the facilities. Flexibility is required to accommodate events and activities occurring during other than normal business hours. Mobility is required in terms of staging and assisting staff with equipment and other materials.
