The Supervisory Program Specialist serves as the Chief Officer, Diversity, Equity & Inclusion (DE&I) for the VA Healthcare System. Individual is the top technical expert on DE&I. Responsible for leading, planning & executing policy/operational aspects of the DE&I programs within the NF/SG VA Healthcare System. Duties

Duties include but are not limited to: Drives efforts to improve awareness of a variety of cultural, generational, ethnic, and other differences. Develops, advocates, and delivers Diversity and Inclusion training and awareness goals, initiatives, and opportunities to all staff. Performs special projects and studies which may involve other major functional areas of the workforce. Provides technical advice and assistance on Diversity and Inclusion. Identifies, distributes, and balances workload and tasks for staff. Conducts on-site reviews or makes special visits to the organization to resolve problems and provide staff assistance. Takes a quantitative and qualitative approach when assessing the current state and desired future state. Provides data analytics to inform understanding of attrition, underrepresented populations. Recommends significant changes in program direction or policy related to Diversity and Inclusion. Ensures Diversity and Inclusion programs are integrated into recruitment, strategy, structure, workforce development, and marketing to achieve the highest mission readiness. Keeps the organization's personnel informed of major policies, regulations, programs, and issues involving Diversity and Inclusion matters. Develops policy, methodologies, and procedures to accomplish mission requirements and objectives. Work Schedule: Monday - Friday 8:00 AM - 4:30 PM Telework: Not eligible for Telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, evaluation, advisory, training, consultative, and reporting functions for the organization and its sub-component organizations (e.g., Service Lines, Outpatient Clinics), throughout the VA. Develops policy, methodologies, and procedures to accomplish mission requirements and objectives. Participates in short and long-range planning by executive management to fully implement and execute the VA Healthcare System mission. Developing, administering, and managing innovative human capital resources and activities tailored to meet the needs of management in accomplishing their missions through the fair, efficient, and economical use of resource and in accordance with requirements of higher echelons. Attends meetings and conducts on-site visits. Ensures D&I programs are integrated into recruitment, strategy, structure, workforce development, and marketing to achieve the highest mission readiness. You will be rated on the following Competencies for this position: Creative ThinkingHuman Resources ManagementPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is predominantly sedentary. No special physical demands are required. Some walking is required when conducting briefings and attending meetings or seminars.
