This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission
Support Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Chemical Biological Center (CBC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10.
Duties
Responsible for day-to-day operations of the directorate which involve basic and applied research program and exploratory development programs in support of the Army and Chemical Biological Defense Programs.
Analyze policies, plans, objectives and goals for accomplishing assigned functions.
Plan, review and coordinate personnel, space and equipment requirements, and presents requisite justifications.
Supervise work of personnel, evaluates performance, interviews candidates, recommends personnel actions, resolves complaints, etc.
Plan, organize, coordinate, and allocate funds, manpower, and other resources among subordinate elements.
Assist in resolving scientific problems and make final decisions on controversial plans and approaches.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel (TDY) may be required up to 25% of the time.
- Position requires Financial Disclosure Form OGE-450 upon appointment and yearly thereafter.
- You must be able to obtain and maintain a Secret security clearance.
- The probationary period for demo employees receiving a career conditional appointment in the DB pay band is three years unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- One year supervisory probationary period may be required if not previously served.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Biologist (0401):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Physical Science (1301):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Chemistry Series (1320):
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) planning the work and strategic direction of a diverse group of professional scientists, engineers and technical personnel engaged in conducting research investigations/studies in support of the one or more of the following fields: environmental fate, environmental remediation and/or environmental toxicology with preference toward understanding chemical/biological warfare materials or chemicals of interest to the Department of Defense; (2) leading or overseeing operations of Biological and/or Chemical laboratories;(3) communicating and coordinating multidisciplinary and highly complex research and development efforts in support of chemical biological defense research.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14/DB-03).
