Duties
You will review plans, specifications, shop drawings, and requests for changes to determine site compatibility, applicability of terrain and soils, feasibility of structures and to anticipate problems.
Conduct job site inspection of work in progress to ensure compliance with plans, specifications, procedures, use of materials, contract provisions and schedules, and shop drawings.
Ensure adherence to safety program, checking work areas, methods of performance, etc., for safety practices.
Ensure compliance with procedural requirements on contractor's cost proposals, develop cost estimates, determine most practical methods of accomplishment and time.
Prepares routine and special reports, memorandums, and correspondence reflecting the status of construction progress, delays in construction, noted deficiencies, and compliance with standards, materials, and/or contract modifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain a valid state driver's license.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Must complete initial 40-hour Hazardous Waste Operations Emergency Response (HAZWOPER) Training within one (1) year of hiring date. Must also complete an 8-hour Hazardous Waste Operations Emergency Response (HAZWOPER) annual refresher training
- One year trial/probationary period may be required

THIS IS A DIRECT HIRE SOLICITATION - THIS POSITION IS BEING ADVERTISED THROUGH THE DIRECT-HIRE AUTHORITY (DHA) FOR CERTAIN PERSONNEL (MODIFIED DIRECT HIRE AUTHORITY, SECTION 1109; PL, 116-92, DATED 12/20/2019). (This authority is primarily being used to appoint qualified candidates who are not existing Department of Defense competitive service employees with permanent status.

Specialized Experience is defined as one year of specialized experience which includes: Applying knowledge of both engineering and construction methods, techniques, materials and equipment, and safety practices; Preparing comprehensive reports, cost estimates, and contract cost proposals; Reading and interpreting engineering and architect plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
