This position is located in the Bureau of Medical Services, Directorate for Operations, Office of the Executive Director, Budget Division (MED/DO/EX/BD).
Duties
Serves as Lead Budget Analyst, responsible for planning, coordinating, and balancing the workload within the team to accomplish program goals and objectives.
Provides a full range of budget development (formulation, justification, and presentation) for the assigned budget area(s).
Assesses program initiatives and activities in collaboration with program officials to prepare annual budget estimates for the Department, OMB, and Congressional budget submissions.
Monitors financial and program performance throughout the year to ensure compliance with the budget execution plan intent and the effective use of resources.

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and managing budgets for a program or functional area.
Experience developing and reviewing budget justifications analyzing and comparing program content, conducting cost-benefit analysis of alternative budget and budget program actions.
Experience examining the budgetary impact of new or revised legislation, policies, procedures, and program requirements and making recommendations to senior leadership.
There is no substitute of education for specialized experience for the GS-14 position.
