Duties
The purpose of this position is to serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s). Supervises a minimum of five full-time employees. Supervises two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc. Serves as a Human Resources advisor and technical specialist for one specific HR specialty.
Serves as the Wing Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Wing CDR. Establishes sexual assault reporting process and accomplishes documentation for the Wing program while coordinating and collaborating with the State SAPR and subsidiary Wings within the State. Advises and provides direction to Wing personnel regarding SAPR policy, guidance, requirements, and processes.
Deliver and/or arranges initial and ongoing training and continuing education units of full-time VAs and Wing/Battalion collateral duty VAs. Guarantees victim advocates are credentialed via DOD Sexual Assault Advocate Certification Program (D-SAACP). Assesses full-time VAs and Wing/Battalion collateral duty VAs level of knowledge and performance; conduct or coordinate additional training as needed. Confirms full time VAs and Wing/Battalion collateral duty VAs are knowledgeable in DOD and NGB SAPR policies, understand unauthorized disclosures of confidential communication, and requirement for sensitivity and protection of victim privacy.
Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training.
Serves as focal point for ongoing secondary prevention education and training for all Wing/Unit personnel, leadership, and all deploying personnel. Works in concert with the Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Subject Matter Experts for secondary prevention activities related to sexual violence, domestic abuse, sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm.
Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. Works with the appropriate agencies to keep the victim reasonably informed if prosecution is on-going while coordinating with servicing legal office. Continuously communicates and updates command and the engaged victim care providers of case status, victim's well-being, and barriers to support resources availability.
Attends and participates in the Regional SAPR Advisory Committee (SAPRAC). Provides the Wing CDR with victim information and/or concerns, status of victim care, and any assistance needed. Attends and participates in the monthly State Case Management Group (CMG) meeting with the victim's immediate Commander to brief active cases. May serve as an alternate co-chair as requested.

Requirements
- Incumbent must be able to obtain and maintain a SECRET security clearance.
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a probationary period.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
- Participation in direct deposit is mandatory.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

GENERAL EXPERIENCE: An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Must have at least ONE(1) year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.
Substitution of Education for Specialized Experience: In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown in the table for Professional and Scientific Positions. Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
