The primary purpose of this position is to serve as the Integrated Prevention Program Manager at an Air Force Major Command or Space Force Field Command (MAJCOM/FLDCOM). Oversees and advises installation prevention professionals in the delivery and evaluation of Integrated Prevention and Resilience efforts at Air Force/Space Force installations aligned to their command.
Duties
Plans, organizes, and directs the activities of the MAJCOM/FLDCOM Integrated Prevention Program, ensuring legal and regulatory requirements as well as the needs of MAJCOM/FLDCOM Total Force installations and communities are met.
Directs activities of command primary prevention program.
Enhances the command's prevention initiatives as the MAJCOM/FLDCOM Subject Matter Expert (SME).
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.
Serves as focal point for resource allocation and control; maintains effective liaison with DAF program monitors and installation or organization Resource Manager to ensure accurate and efficient budget execution.
Acquires communications, automated feedback mechanisms, and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information.

- A Master’s degree or higher in behavioral science social work, or related discipline appropriate to this position is preferred.
- Knowledge and experience within primary prevention is highly desired.
- Must obtain, maintain, and renew credentialing as required by a credentialing board identified by the DoD and specified in policy.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
- The work requires the incumbent to obtain and maintain the appropriate security clearance.
- Position requires flexibility and adaptability to implement DAF’s frequent program and policy modifications, which are often made quickly in response to evolving environments, mission sets, and risk/protective factors.
- Given the sensitivity of the position, a criminal background check may need to be completed.
- Incumbent must meet screening/suitability criteria listed in DoD and DAF guidance.
- The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency
- or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the IOR for the Social Science Series, 0101.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic Requirements
Degree (bachelor's or higher): behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: 1) Providing knowledge of laws, regulations, and policies as well as behavioral, social science, and/or public health practices principles and theories relating to primary prevention. 2) Applying knowledge of principles and techniques of social compact system design to analyze and make recommendations regarding education and training program objectives, policies, delivery systems and resources to improve accessibility, responsiveness and relevance to the command mission and the needs of its members. 3) Using knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face or equivalent knowledge. 4) Providing knowledge of the budget and cost analysis process, and program planning and budgeting cycles in support of prevention program requirements. 5) Communicating effectively, orally and in writing, applying knowledge of current automation technology for both military and civilian personnel, to include developing and making presentations before groups. 6) Formulating and conducting assessments and evaluations to implement primary prevention plans and apply facilitation skills to prevention personnel in AOR; to analyze problems, conduct research, summarize results, and make appropriate recommendations to senior leadership. 7) Identifying individual and community risk and protective factors, research, analyze, interpret and apply rules, regulations, and procedures in order to determine needed primary prevention approach to appropriately advise installations to effectively meet the needs of the installation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

2. 3. In-depth knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face or equivalent knowledge. Knowledge of safety and security regulations, practices, and procedures.
4. Working knowledge of the budget and cost analysis process, and knowledge of program planning and budgeting cycles in support of prevention program requirements. Ability to communicate effectively, both orally and in writing, applying knowledge of current automation technology for both military and civilian personnel, to include developing and making presentations before groups.
5. Ability to formulate and conduct assessments and evaluations to implement primary prevention plans and apply facilitation skills to prevention personnel in the MAJCOM/FLDCOM AOR; to analyze problems, conduct research, summarize results, and make appropriate recommendations to senior leadership.
6. Ability to identify individual and community risk and protective factors, research, analyze, interpret and apply rules, regulations, and procedures in order to determine needed primary prevention approach to appropriately advise installations to effectively meet the needs of the installation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
