The primary purpose of this position is to serve as the Integrated Response Program Manager (PM) at an Air Force Major Command or Space Force Field Command (MAJCOM/FLDCOM).
Duties
Plans, organizes, and directs the activities of the MAJCOM/FLDCOM Integrated Response Program, ensuring legal and regulatory requirements as well as the needs of all MAJCOM/FLDCOM members, families and communities are met, while complying with all legal and regulatory requirements.
Directs activities of command response related program.
Enhances the command's response initiatives as the MAJCOM/FLDCOM Subject Matter Expert (SME).
Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information.
Serves as focal point for resource allocation and control; maintains effective liaison with DAF program monitors and installation or organization Resource Manager to ensure accurate and efficient budget execution.

- A Master’s degree or higher in a social science field containing research, biostatistics, public health and primary and secondary response concepts is highly desirable.
- May occasionally require TDY, as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means in the performance of official duties.
- May be required to work other than normal duty hours and tours of duty such as overtime, evenings, weekends and/or holidays, etc.
- The employee is required to obtain and maintain an appropriate security clearance as a condition of employment.
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
- Position requires flexibility and adaptability to implement DAF’s frequent program and policy modifications, which are often made quickly in response to evolving environments, mission sets, and risk/protective factors.
- This is a key position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal
- Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoD 1200.7, "Screening the Ready Reserve,")
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the IOR for the Social Science Series, 0101.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic Requirements
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery level professional knowledge of social and behavioral sciences and/or public health practices, principles, and theories to develop and implement comprehensive MAJCOM/FLDCOM violence-related response programs that prevent or lessen the impact of a wide range of psychosocial and environmental problems such as alcohol consumption and lack of social support; provide training for other installation personnel on issues related to the care of/response to victims of violence; coordinate programs and evaluate lower echelon community organizations and off installation community organizations. Expert knowledge of complex delivery systems, professions, and organizations; how they affect individuals and communities as well as individual, child, family and community welfare; and the multiple uses of such systems, professions and organizations to deliver response programs throughout the Command. Mastery level knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices carried out at the installation level and in local communities. Works at MAJCOM/FLDCOM level, serving as the Response Subject Matter Expert, to provide mastery-level advisory services to installation specialists, installation and MAJCOM/FLDCOM leadership. Extensive knowledge of behavior, social, and economic factors affecting military members, civilians, and their families. Mastery level knowledge of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered, to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of the response program. These analyses will be used to make recommendation and request to MAJCOM/FLDCOM senior leaders as well as make adaptations to programs that will better meet the needs of customers.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive and professional knowledge of laws, regulation, and policies as well as social science principles, concepts and techniques used to evaluate and determine the requirements for response-related programs (relating, but not necessarily limited to safety/security, victim advocacy, domestic violence, sexual assault and harassment, suicide, and other acts of interpersonal violence).
2. Knowledge of principles and techniques of social compact system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve MAJCOM/FLDCOM accessibility, responsiveness and relevance to the command mission and the needs of its members.
3. In-depth knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face or equivalent knowledge. Working knowledge of the budget and cost analysis process, and knowledge of program planning and budgeting cycles in support of response program requirements.
4. Ability to communicate effectively, both orally and in writing, applying knowledge, tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues with current automation technology for both military and civilian personnel, to include developing and making presentations before groups.
5. Ability to formulate and conduct assessments and evaluations to implement response plans and apply facilitation skills to specialists in the MAJCOM/FLDCOM AOR; to analyze problems, conduct research, summarize results, and make appropriate recommendations to senior leadership.
6. Ability to identify individual and community risk and protective factors, research, analyze, interpret and apply rules, regulations, and procedures in order to determine needed response programing approach to appropriately advise installations to effectively meet the needs of the installation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
