The primary purpose of this position is to serve as a first level supervisor and Division Chief of the Service Transition Division, performing duties covering planning, directing, organizing, and executing supervisor responsibilities for supervisory and non-supervisory employees assigned to 688 CW/688 OSS.
Duties
Plans, organizes, and directs the activities of the Service Transition Division, ensuring that Data analysis, Operations Acceptance, Change Management, and Configuration Management complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and enterprise Data analysis, Operations Acceptance, Change Management, and Configuration Management objectives.
Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards.
Represents 688 CW/688 OSS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ ACC, HQ CCC, 16 AF, 688 CW A-Staff, 688 CW A46 Directorate Divisions, and 688 CW Cyber Units.
Provides management advisory services to senior leaders concerning program cost analysis, productivity enhancing capital investment programs, outsourcing and privatization studies, work measurement, engineered studies, etc. Brief the Directorate Director and Group level commanders on new developments in manpower management, competitive sourcing, and privatization (CS&P), network-related studies, and other areas of enterprise-wide interest.
Serves as manager, planner, analyst, and advisor on annual/multi-year and long-range planning. Completes tasks on time and within applicable budget. Correlates both short-term and long-term agency plans and provides senior leadership concrete recommendations on fulfilling both. Performs staffing functions including the review of Task Management Tool and other tasking's ensuring all requirements are met.

- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a full range of IT methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN-level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels within the organization. Knowledge of system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing. Knowledge of IT security requirements sufficient to develop and evaluate program documentation to include mission needs statements, operational requirements documents and support plans, specifications, and proposals. Knowledge of methods and practices involved in the integration of system components sufficient to optimize system performance. Ability to apply sound judgment in the use of security knowledge and in weighing the impact of variables such as granting access to classified keying material and other issues that influence the course of actions taken in resolving security questions or issues. Ability to apply findings of assessments to mitigate IT security risks through the implementation of corrective actions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of computer networking concepts and protocols, and network security methodologies.
2. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
3. Skill in cyber workforce planning and management issues (e.g. recruitment, retention, and training).
4. Knowledge of Workforce Framework, work roles, and associated tasks, knowledge, skills, and abilities.
5. Ability to determine the validity of workforce trend data.
6. Ability to communicate effectively, clearly, and concisely sufficient to convey complex technical information to varying audiences using verbal, visual, and written communication methods.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
