You will serve as a PROGRAM MANAGER in the AUKUS Integration and Acquisition (I&A) Office of Team Submarine of AUKUS INTEGRATION AND ACQUISITION. You will be a Senior Manager in a trilateral international environment requiring complex program management, programmatic analysis and portfolio reporting which informs executive leader program status understanding and facilitates critical decision making.

Duties

You will be responsible for directing/management, of programs for tri-lateral metrics, reporting processes and templates, program controls, a consistent and coordinated schedule management approach, development of risk process and procedures. You will oversee the day-to-day management of SSN Transition Management Branch, to include program performance metrics, risk and opportunity analysis, schedule and benefits management and trilateral programmatic reporting. You will build and nurture relationships across the U.S. and partner nations submarine enterprise to cohere programmatic performance monitoring efforts and associated reporting to senior leaders for awareness and decision making. You will serve as the branch head in the US AUKUS Integration and Acquisition AUS Sovereign SSN directorate, responsible for coordination with other branch heads for the mentorship and personnel management of the U.S. team members. You will demonstrate program management experience with expertise in schedule management tools and process, risk analysis and management, as well as performance monitoring and reporting. You will possess excellent personal relations skills to promote a collaborative and resilient trilateral, work environment which manages the cultural, language, interpretation and process differences among the three nations. You will be experience with the U.S. Navy ship or submarine transition process from new construction or major depot level maintenance to fleet operations. You will identify resources requirements and develop strategies for program planning, budgeting and execution (PPBE) as well as endorses budget inputs including supporting justification. You will make senior manager decisions in the organization, administration and guidance of teams with minimum size of 10 personnel. You will manage action items in a large team or staff, providing transparency and accountability for team commitments. You will be aware of and sensitive to the objectives and goals of EEP and cognizant of responsibilities as outlined in the NAVSEA Affirmative Action Plan.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating an organization's operations (e.g., management methods, business practices, utilization of resources) to recommend strategies for operational efficiency.
