The Washington Headquarters Services (WHS), Financial Management Directorate (FMD) recognizes the expanded scope and variety of work currently performed and the evolving requirements of the future and has aligned the occupational series used within the Department of Defense (DoD) to reflect the content of work performed. This alignment acknowledges the breadth of knowledge and skills required to accomplish the financial management mission of the Department.
Duties
Incumbents typical work assignments may include the following:
- Performs or advises on work in any of the phases or systems of budget administration.
- The work is concerned with the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures.
- Work may include development, determination, and interpretation of budgetary policies and practices.
- Work includes analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
- Researches guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts.

- This is a National Security Position has been designated as Secret Security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- This position may require up to 10% occasional travel away from your normal duty station for official business, inside and outside the continental U.S. on military or commercial aircraft.
- This position may require you to work other than normal duty station hours, which may include evenings, weekends, and/or holidays.
- Recruitment incentive may be authorized in accordance with regulatory requirements.
- Relocation incentive may be authorized in accordance with regulatory requirements.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band applying financial, budgetary, and procurement procedures related to finance programs.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) providing advice, assistance and analysis related to accounting and financial management; and 2) application of financial, budgetary, and procurement procedures related to finance programs.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; and 2) and providing advice, assistance and analysis related to accounting and financial management; and 3) application of financial, budgetary, and procurement procedures related to acquisition or finance programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.
Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
U.S. Department of Education .
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
