Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Strategic Planning and Analysis Directorate, located in Washington, District of Columbia.

Duties
This position will allow you to provide expert advice and analysis to management on a wide range of administrative programs having department wide impact. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).
In this Management and Program Analyst position, you will serve as the subject matter expert and advisor responsible for regular analysis of internal and external policy. Typical work assignments include:
Determining the applicability and effect of new or proposed legislation, executive orders, polices, directives, and USBP directives
Reviewing the work of U.S. Border Patrol (USBP) program offices and personnel for content and compliance with office, agency, and government-wide policies, regulations, procedures including the handling and marking of sensitive information
Planning, developing, and coordinating with management through briefings, presentations, and conferences for executive management by ensuring that information is accurate, appropriate, concise, and timely
Ensuring all audit related data is accurately tracked and maintained in electronic tracking systems and responding to senior management requests concerning the status of completed, ongoing, or planned GAO and OIG audits
Providing training to new SMEs and leadership on overall audit/policy process, agency responsibility, analysis, and management advice on complex program issues related to audit/policy processes according to generally accepted government auditing/policy standards

Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing the planning, direction, and execution of a program or several program segments
Providing technical direction to others in the areas of project management, team building, group facilitation, and process improvement
Providing technical assistance to management on application of planning systems and management programs
Developing and monitoring performance measurements to evaluate the effectiveness of operations and/or assist in program administration
Making presentations to management and other general audiences

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/31/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
