In this position you will serve as Anti-terrorism Program Manager for the installation, and supported Geographically Separated Units, force protection related physical and operations security policy and issues, managing assigned program areas, and implementing force protection policy, projects, and studies.

Duties

For additional information on direct hire opportunities with the Air Force please click here. Serves as the organization functional for all antiterrorism, and force protection security disciplines. Plans, organizes, and oversees the activities of the AEDC Antiterrorism Program within Security Forces. Analyzes data to identify physical and operations security compliance or non-compliance, vulnerabilities, trends, strengths, and benchmarks. Determines, formulates, coordinates, and implements specific installation/wing guidance and actions to correct security deficiencies, overcome vague or competing requirements, promote the growth of sound security procedures, and justify major fiscal expenditures and procurement of needed security technology, security aids and equipment, manpower, and infrastructure. Serves as the primary administrator for the Installation Defense Risk Management Program (IDRMP), and conducts or assists in the vulnerability assessment or other force protection surveys to identify specific vulnerabilities of the installation. Plans, conducts, directs the manner of, or coordinates on security site studies, projects, assessments, and surveys of the installation in relationship to anti-terrorism and force protection activities. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor. Monitors compliance with DoD chain of command policies, operational instructions, processes, and regulations.

Requirements

  • Clearance requirement is Top Secret SCI.

  • File an OGE-450, “Confidential Financial Disclosure Report."
  • Physical Security Certification required within 2 years of the established entrance on duty date in accordance with the DoD 3305.13-M, DoD Security Accreditation and Certification.
  • Employee is required to attend annual ethics and procurement integrity training.
  • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.
  • Department of Defense Security Fundamentals Professional Certification and Security Program Integration Professional Certification conferrals are required within 2 years of the established employee EOD
  • Or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
  • The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
  • This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016.
  • Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.
  • This position MAY be eligible for paid relocation (Permanent Change of Station (PCS) costs MAY be paid). Specifics will be discussed with the Selecting Official.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Managment (OPM) Qualification Standards for General Schedule Positions, Administrative and Mangement positions located here. SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience is described as In-depth knowledge of policies, procedures, concepts, principles, systems, and methodology for security administration for multiple occupational disciplines, such as Information, Operations, Physical Security, and Antiterrorism Program Management. Knowledge, Skills and Abilities: Knowledge of a wide range of DoD security concepts, principles, and practices to review, analyze and resolve difficult security problems. Knowledge of DoD and Air Force Antiterrorism, Force Protection policy and requirements to apply new methods, procedures, techniques, or theories to unique security issues. Ability to plan, assign and evaluate accomplishment of tasks and to work effectively with others to accomplish quality work within specified timeframes. Knowledge of various security program policies and policy letters in order to plan guidance for applying procedures, techniques and methods to diverse situations. Ability to communicate effectively, both orally and in writing, negotiate complex issues; and maintains good working relationships. Skill in oral communications sufficient to explain the requirements of the organization and gather and disseminate information. Skill in written communications sufficient to develop reports, correspondence, briefings, and internal directives dealing with organization security matters. Knowledge of security programs to identify vulnerabilities, as well as knowledge of a variety of security equipment and devices to plan and implement protective methods. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluate results for the management and completion of programs. Ability to effectively manage and organize various program activities and tasks, and be familiar with administrative requirements of the installation/wing and MAJCOM.
