Duties
As a Human Resource Specialist at the NH-0201-3 some of your typical work assignments may include:
Provide advice and assistance in various Human Resources (HR) program functional areas to all levels of management officials.
Analyzes significant HR management issues and problems and develops recommendations and alternative solutions.
Plans and carries out projects and studies to identify and resolve problems pertaining to various HR program areas.
Prepares and presents reports and briefings on program status and/or recommend action to key staff elements.
Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of organizations' mission requirements, equal employment opportunity objectives and the Federal merit system.

Qualifications
You may qualify at the NH-03 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service (MUST meet at least two of the three Specialized Experience Statements):
providing integrated civilian human resources advisory services on recruitment and placement
applying a wide range of civilian human resources principles, policies, laws, regulations, and practices to advise management on recruitment and placement strategies
utilizing automated civilian human resources systems and applications to query, retrieve, evaluate and/or analyze data to recommend solutions to civilian personnel problems or issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
