The primary purpose of this position is: To serve as an agency Direct Reporting Unit (DRU) headquarters operational test and evaluation (OT&E) analyst.
Duties
Applying Air Force military rated experience and operational test expertise leads coordination and execution of reviews, critiques, evaluations, and modifications of AFOTEC, Navy, Marine Corp, Joint Program Office, and Office of the Secretary of Defense operational test (OT) products to include plans, reports, and supporting documentation for assigned weapon system program(s).
Plans, develops, coordinates, and provides oversight of multidisciplinary technical practices and methods for planning the test and evaluation of weapon system programs.
Prepares and delivers verbal and written presentations such as strategy sessions, consultations, high level briefings, bullet background papers and development sessions.

- Experience in developmental or operational test and evaluation is highly desirable.
- Work requires travel away from the normal duty station by commercial and/or military aircraft.
- Employee must be able to obtain and maintain a TOP Secret security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- Employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes expert knowledge of military weapons systems (e.g. Fighter, Bomber, ICBM, command and control system, etc.) operational plans, procedures, and employment at the strategic, operational, and tactical levels for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems as it applies to assigned programs. Mastery of command, control, and communications, weapon systems operations/maintenance, positive control, and military operations to evaluate mission readiness of new or significantly modified weapon systems; In-depth knowledge of a wide range of qualitative and quantitative statistical methods and concepts gained through academic or practical methods.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems to include operations or maintenance expertise as it applies to assigned programs. Prior operations community aircrew experience involving agency fighter aircraft, or with agency bomber aircraft, is highly desirable when recruiting for this position.
Knowledge of program goals, objectives, and operational missions while planning, coordinating, and budgeting OT&E
test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge sufficient to analyze and draw conclusions regarding test mission results and write technical reports appropriate for senior AF, DoD, and joint service executive and technical level reviews.
Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational tests
for highly complex weapon systems and subsystems.
Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems.
Ability to communicate effectively both orally and in writing; including ability to effectively negotiate complex issues
and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
