This position is located with the Bureau of Indian Affairs, Pacific Region, Office of the Deputy Director - Indian Services, Tribal Government in Sacramento, California.

Duties
Provides assistance in matters involving tribal organic documents, such as constitutions, ordinances, resolutions, election procedures, Section 17 federal corporate charters, and amendments to those organic documents, Secretarial Elections, intra-tribal disputes, and implementation of DOI and BIA policies.
Provide consultation and technical assistance to Tribes regarding their governmental and corporate functions to ensure the Tribes maintain stable governments.
Conducts records management projects.
Maintains and manages confidentiality of records and files.
Prepares training material, such as enrollment, developing, amending, or revising constitutions, drafting of tribal ordinances, conducting tribal elections, and Secretarial Elections.
Reviews tribal budgets, plans of distribution, tribal constitutions and other tribal organizational documents to see that all Federal statutes, regulations, procedures and tribal constitutional requirements are adhered too.
Maintain current Tribal information regarding statistics, governmental information, elections, organic documents, and similar Tribal resources.
Requirements

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301).
GS-11: I have at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). Specialized experience includes administering or managing program operations and activities; review and processing of tribal organic documents; referendums, tribal enrollment; tribal ordinances, federal charters of incorporation, secretarial election procedures; including familiarity with tribal government and its functions, Indian Law, and exposure to government to government relationships with the Tribes; provide training regarding tribal government functions.
OR
EDUCATION Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
GS-09: I have at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-07 in the Federal Service (obtained in either the public or private sector). Specialized experience includes administering or managing program operations and activities; review and processing of tribal organic documents; referendums, tribal enrollment; tribal ordinances, federal charters of incorporation, secretarial election procedures.
OR
EDUCATION Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-07: I have at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-05 in the Federal Service (obtained in either the public or private sector). Specialized experience includes work with tribal government, tribal constitutions and codes, Secretarial elections, tribal federal corporate charters, judgment funds, tribal attorney contracts, and related functions; and may include familiarity with tribal government and its functions, Indian Law, and exposure to government to government relationships with the Tribes; stores, organizes, and maintains multiple formats of data.
OR
EDUCATION 1 full year of graduate level education OR Superior Academic Achievement (SAA)in undergraduate education.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
