As an Equal Employment Specialist (Counselor), you will counsel Agency management on findings, implement corrective measures, evaluate action taken, develop and make presentations on the complaint system and related matters to managers, supervisors, and employees to explain/clarify, and further Agency, Departmental policies, and programs. The duties below reflect those at the full performance level. Applicants at lower levels will perform the same duties in a developmental role.
Duties
Conduct interviews of personnel to gather information regarding EEO complaints.
Gather documents and relevant information for EEO case files.
Facilitate resolution of EEO issues with disputed parties.
Write EEO case reports supported by case law and federal regulations for adjudication.
Provide expert guidance on EEO complaint processing.
Research EEO regulations, case laws, and policies.
Recommend changes to EEO procedures based on new legal determinations.
Conduct EEO training for customers to prevent violations of equal employment laws.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Researching EEO regulations and laws.(2) Maintaining and monitoring EEO complaints tracking data base. (3) Developing presentations to management that enhance EEO policies. (4) Drafting professional correspondence and counselor reports.
Or applicants may substitute education for the experience required to qualify at the GS-09 level: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Or applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience , you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-09 grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-09 level.
GS-11 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Conducting interviews to gather information regarding EEO complaints. (2) Processing complaints within the regulatory time frame. (3) Drafting professional correspondence and counselor reports. (4) Utilizing various techniques to obtain and communicate information to assist in resolution of complaints.
Or applicants may substitute education for the experience required to qualify at the GS-11 level: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M., if related.
Or applicants can combine education and specialized experience to qualify for the position.
