This position serves as a Supervisory Equal Employment Opportunity Specialist overseeing a District Office EEO Counseling Program and reports directly to the Assistant District Manager. The position has the full authority to plan, organize, direct, staff, review, and evaluate the District EEO Counseling Program at the District Office level. The incumbent provides the full range of supervisory responsibilities for 6-8 subordinate Equal Employment Opportunity Specialists at the GS-7/9/11/12 level.
Duties
Responsible for daily operation of the District counseling program.
Develop strategic goals for the counseling program to monitor progress.
Mentor EEO counselors to address skill or educational gaps.
Prepare briefing materials based on counseling program performance for leadership.
Coach EEO counselors on policies and procedures.
Manage internal/external communication with other federal agencies.
Establish performance goals in line with the plans of the district office and ORMDI.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for this position, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation of Supervisory Equal Employment Specialist. Specialized experience is defined as work that involves: (1) Demonstrating expert knowledge of EEO complaint processing, Alternative Dispute Resolution, Affirmative Employment initiatives, EEO laws and regulations, Collective Bargaining Agreements, and EEO program administration; (2) Designing strategies to meet organizational and district goals, vision and mission objectives; (3) Communicating effectively with senior officials, management, and employees on behalf of the district office.
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).
