This National Guard position is for a HR SPECIALIST (TITLE 32), Position Description Number NGD1041000 and is part of the TN ARMY Army National Guard.

Duties
As an HR SPECIALIST, GS-0201-09, you will provide technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee relations, performance management, and compensation programs, which may include awards and suggestions, leave, disciplinary and non-disciplinary actions, grievances, etc. Assist in administering the performance management program within the state to include state level procedures and appraisal system. Serve as executive secretary for the employee recognition awards program. Provide technical guidance and procedural advice on the flexibilities and appropriate use of leave issues such as sick leave for family care and bereavement, compensatory leave, advanced leave, leave without pay, absence without leave, and military leave. Provide guidance and technical assistance to managers, supervisors, and employees on questions, complaints or issues, which require an explanation of human resources practices and procedures, e.g., explaining employee rights, and procedures for filing grievances. Compose letters or summaries relating to a variety of employee relations, performance management, and compensation matters. Develop, modify, and conduct presentation of basic and/or refresher training in employee relations, performance management, and compensation procedures. May assist in administering the Technician Assistance Program, which includes the training of supervisors and management officials regarding problems of the emotionally disturbed employee, and alcohol/drug abuse. May serve in the absence of the higher graded specialist. Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Military Grades: E-1 through E-7
GENERAL EXPERIENCE: Must have progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled?
SPECIALIZED EXPERIENCE: Must have 24 months specialized experience of training or at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Experience in human resources programs related to Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness.
