This position serves as an advisor and consultant to organization managers on employee labor relations matters including employee conduct, performance and disciplinary actions. Plans, develops and implements internal guidance and provides regulatory and policy advice and assistance on workforce relations matters. Serves as technical expert/advisor and consultant on labor program, policy, or practices. GS-09 gains experience to full performance level of GS-12 once qualifcations requirements met.
Duties
If incumbent is hired at the GS-09 level, the selected candidate gains experience toward the full performance level of the GS-12 to perform the duties listed below.
Provides client managers, supervisors, and employees with information and interpretations of the Western Region Human Resources Office's (WRHRO) employee conduct and performance management, benefits administration, and other work life programs, procedures, practices, policies, and guidelines, when the issues addressed require substantial interpretation, there is potential for controversy, and/or the issue involves more than one area of Human Resources (HR) policy.
Reviews performance and conduct related actions and provides guidance on complex and/or sensitive issues, such as those that conflict with past practices, involve highly visible or political situations, or have the attention of labor organizations or other groups.
Reviews routine to complex, multi-issue and multi-party complaints or grievances; conducts personal interviews and other fact finding to advise management of alternative and optional approaches to resolve the situations. Provides advice on the preparation of disciplinary and adverse action, grievance, and appeal letters and documents required to execute the actions.
Reviews and analyzes the effects of proposed and actual changes to employee relations policies and guidelines that impact a significant organizational segment of an organization, such as a Regional Office, Center, or major field installation.
Develops and communicates Western Region HR Office-wide positions and interpretations on conduct-related decisions, rulings, appeals, guidelines, and new or revised instructions to managers, peers, employees, and employee organizations. Develops changed or new policies and procedures to promote and implement revised conduct administration program principles, practices, and criteria to promote organizational efficiencies.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
GS-09 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-07, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks such as working with management/supervisors responding to complaints, grievances, and/or appeals; preparing and/or reviewing documentation associated with disciplinary or performance cases; and applying HR policies, procedures, and guidelines to work relating to employee/labor relations or Equal Employment Opportunity (EEO).

Submit a copy of unofficial transcripts to show completed master's degree or equivalent graduate degree or have 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related

Demonstrate meeting qualifications for this grade level by indicating on resume and submitting a copy of unofficial transcripts to show a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
GS-11 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-09, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks such as providing technical guidance and assistance to leadership and supervisors on labor and/or employee relations issues, administrative investigations, employee grievances, and on conduct, discipline, adverse actions, and performance management.
OR
Submit a copy of unofficial transcripts to show completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Demonstrate meeting qualifications for this grade level by indicating on resume and submitting a copy of unofficial transcripts to show a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
GS-12 MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-11, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks such as in addition to the experience listed above at the GS-11 level, this experience includes: independently works with minimal supervision, and have served as an Agency or Company Representative in third-party litigation proceedings on cases before the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), and/or the Federal Labor Relations Authority (FLRA).
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. For each of the grade levels, the position will be filled at, to be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Education
Substitution of education for related education or equivalent combinations of education and experience are qualifying for GS-09 and GS-11 grade levels. However, in general, not applicable for GS-12 grade.
