This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will serve as the Resident Engineer under the general supervision of the Area Engineer. Incumbent will receive assignments in the form of plans and specification covering work to be accomplished by contractors and schedules for completion of the construction work.
Duties
Perform complex hydraulic designs and analyses utilizing numerical modeling techniques for projects requiring sophisticated theoretical assumptions and hydraulic analyses.
Oversee the development and application of hydrologic and hydraulic models related to multidimensional
hydrodynamics and sediment transport associated with navigation, flood protection, water supply, water quality, and environmental restoration.
Prepare correspondence, engineering reports, and present technical data in response to inquiries from
senior management and higher headquarters, Federal agencies, state and local governments, and other
organizations.
Perform investigations, evaluate, advise on, and resolve unusual engineering problems, issues, and
conditions.
Communicate project objectives, technical requirements, potential problems and issues, schedules,
and milestones to accomplish overall program execution.
Manage the collection of field data, design guidance/criteria, utilization of modeling applications, and
other pertinent tools such as Geospatial Information Systems/Computer-Aided-Drafting-Design
(GIS/CADD).
Originate new and improved applications and strategies for engineering or architecture concepts,
theories, and principles.
Guide and assist hydraulic engineers in the analysis of technically complex hydraulic engineering design
problems.
Interpret and present findings of other hydraulic engineers and recommends actions based on findings.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1. Performing advanced hydraulic and hydrologicengineering studies, to include sediment transport and multiple-dimensional, steady and unsteady flow numerical modeling and analysis. 2. Performing designs, reviews and inspections of hydraulic structures and conveyance facilities associated with dams, levees and channels, to include: outlet works, locks, embankments, interior flooding facilities such as pumping stations and culverts, diversion structures, river stabilization measures, navigation channels, and shore and bank protection; 3. Analyzing and designing projects for flood risk management, aquatic ecosystem restoration, streambank protection, and other types of river engineering projects. 4. Participating in General Investigation and Continuous Authority Program studies under SMART Planning. 5. Completing climate change impact analysis and risk assessments for inland projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Selective Placement Factor
This position has a selective placement factor which must be met prior to employment and for continued employment. This position requires registration or licensure in Professional Engineering. Registration may be in any state, Guam, Puerto Rico, or the District of Columbia. (NOTE: You must provide/upload your Professional Engineer License as proof of claimed registration/license.)
