About the Position: As Chief, Geotechnical, Environmental & HTRW Branch, the incumbent will be responsible for all work accomplished by the Branch's employees to include professional engineers, geologists, physical scientist, chemist, environmental protection specialists, technicians and skilled tradesman and crafts personnel.

Duties

Serves as the responsible professional for all work completed in the Branch. Monitors the performance of subordinates throughout the year and provides necessary mentoring and counseling. Develops fair and equitable employee performance standards, objectives, and rating techniques to be bused with the Branch. Provides overall vision and leadership to ensure that the Branch is properly organized, trained, equipped, and supervised to achieve optimum mission effectiveness. Directs all technical work performed in the branch by either assigned in-house staff, contractors, or other agencies. Serves as responsible official for the coordination and execution of Environmental Compliance and HTRW assignments and activities in Engineering Division. Serves as a staff advisor to the District Engineer and his staff concerning hazardous and toxic waste/materials management issues. Serves as an authorized Contracting Officer Representatives (COR) of the Contracting Officer for engineering and architect (A/E) and services contracts.

  • Temporary duty travel o 25% is required.

Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note:Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Performing duties that engage in very large comprehensive programs involving Military/Civil Works efforts. (2) Program experience should but are not limited to foundations, materials, soils, geotechnical engineering, environmental & sanitary engineering, civil/site and airfield pavement design, hydrology and geological engineering, chemistry and chemical engineering, environmental protection specialist, and subsurface explorations, sampling and testing (Core Drill), Dam Safety and Levee Safety programs. (3) Supporting Corps-wide Technical Center of Expertise such as the Water and Wastewater Design and Subsurface Explorations. AND (4) Managing in-house design/engineering service teams on a significant level to have depth of knowledge required to lead a highly technical staff. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Licensed Professional Engineer or Licensed Professional Geologist.
