The primary purpose of this position is to To serve as Telecommunications Specialist shift member responsible for the continuity of global communications services and operational capabilities involving all assigned telecommunications stations.
Duties
Responsible for performing operations duties associated with terrestrial and satellite-based telecommunications systems and associated status reporting.
Monitor and analyze a wide range of communication circuits, systems, and networks using appropriate test equipment.
Responsible for formal operational status reporting to management regarding 55 Strategic Communications Squadron nuclear command and control circuits, networks and systems.

- Must be able to obtain and maintain a Top-Secret clearance.
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The incumbent will work on rotating shifts, weekends, holidays, and must remain on duty regardless of weather conditions or base closure.
- Overtime or emergency overtime may be required.
- This is a drug testing position. The incumbent is subject to random testing for drug use.
- The employee must possess normal color vision, full manual dexterity, normal hearing and be capable of climbing antennas.
- The employee must maintain certification in accordance with Technical Order (TO) 00-33A-1001 Nuclear Continuation Personnel Evaluations requirements for protection level 1-nuclear assets.
- This position is designated mission essential based on local conditions Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
- This position is a mission critical position and cannot be vacated during national emergency or mobilization without seriously impairing national security level missions.
- Assume responsibilities of the Station Manager when the senior person on site.
- This is a Key Position.
- The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency.

- This position requires a pre-employment physical/medical examination.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the application of operational and performance characteristics of assigned telecommunications equipment and transmission media; the relationships of components to the complete telecommunication systems employed and understanding of telecommunication concepts, principles, practices, procedures and operational requirements; satellite and terrestrial communication systems, and the ability to resolve problems identified with these systems.

EDUCATION:Successful completion of a Ph.D degree or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements.
Knowledge of performance characteristics of telecommunications equipment, systems, services, and transmission media to evaluate devices, proposals, and approaches
Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility.
Thorough working knowledge of satellite power, frequency, bandwidth utilization and the power sharing properties of a satellite transponder.
Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
Ability to analyze/apply specialized communication methods and analytical techniques involving
telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and,networking).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
