The primary purpose of this position is to exercise first level supervisory and managerial authorities over the 55 Strategic Communications Squadron Satellite Communications Systems Facility.

Duties

Plans, organizes, and oversees the activities of the 55 SCS, Satellite Communications facilities. Exercises supervisory personnel management responsibilities. Represents 55 SCS with a variety of installation and functional area organizations. Responsible for formal operational status reporting to management regarding 55 Strategic Communications Squadron nuclear command and control circuits, networks and systems.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The incumbent will work on rotating shifts, weekends, holidays, and must remain on duty regardless of weather conditions or base closure.
  • Overtime or emergency overtime may be required.
  • This is a drug testing position. The incumbent is subject to random testing for drug use.
  • The employee must possess normal color vision, full manual dexterity, normal hearing and be capable of climbing antennas.
  • This position is designated mission essential based on local conditions Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • This position is a mission critical position and cannot be vacated during national emergency or mobilization without seriously impairing national security level missions.
  • Position is centrally managed by Cyberspace and Information Technology CFT., DNRP is authorized
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes the application of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements. Application of safety and security regulations, practices, and procedures. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
