The primary purpose of this position is to provide subject matter expertise on advanced military satellite communication (MILSATCOM) voice and data systems.
Duties
Serves as technical advisor for the Command.
Implements telecommunication programs and special projects.
Establishes training requirements, creates training curriculum materials, and conducts operations training and evaluation of MILSTAR personnel.
Performs MILSTAR support during National and Command level exercises and actual National emergencies.
Participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without impairing the capability of the parent Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- The employee may be recalled to duty and required to work overtime during other than normal duty hours, which may include evenings, weekends and/or holidays on an emergency basis.
- This position is subject to uncommon tours of duty and/or shift work at various locations.
- Employee must obtain and maintain GOC MILSTAR position certification within 6 months of employment and may be required to perform on-console duties at least twice per month to maintain proficiency.
- Position will not routinely work on-console shifts unless directed in support of national-level exercises, deployments, or actual emergencies.
- Position requires travel by military or commercial aircraft including temporary duty away from the normal duty station.
- This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; as well as experience utilizing a wide range of communications concepts, principles, and practices to accomplish work processes through the use of satellite communications devices, services, and facilities; applying budgetary systems, contract procedures, and legal requirements during the planning and programing of communication systems; utilizing practices, guides, and a broad range of operating techniques concerning both standard and unique communications systems design, installation, and concept of operations; and the ability to develop/apply policies, methods, procedures, and techniques of communications system design to operating situations and problem resolutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of electronics theory and operating principles, the applications of existing and planned technology to communications requirements, equipment interoperability and compatibility.
Knowledge of a wide range of electronic communication concepts, principles, practices, procedures, policies, standards, and operational requirements.
Knowledge of the operational and performance characteristics of MILSTAR space assets, ground terminal equipment, automated control and network management systems, transmission media, and the relationships among component parts of military satellite communication systems and interdependent command and control systems.
Practical knowledge of associated methods and techniques such as contracting procedures, legal requirements, cost analyses, and budgets; Knowledge of the principles, practices, and techniques of instruction and ability to evaluate instructional programs.
Ability to research and analyze a variety of unusual satellite communications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major satellite communications policy and systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).
Ability to communication effectively, both orally and in writing; to discuss complex and abstract concepts with government officials and other military and civilian leaders; to make decisions under the pressure of tight deadlines; and to gain cooperation and stimulate action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
