You will serve as the INFRASTRUCTURE INVESTMENTS DIVISION DIRECTOR (N46) in the FACILITIES AND ENVIRONMENTAL DIRECTORATE (CNIC N4) of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will coordinate organizational operations to ensure Facilities and Environmental products and services are available to meet customer requirements. You will provide program leadership, policy guidance and subject matter expertise in the Infrastructure Investments portfolio to include Military Construction, Facilities Sustainment, Restoration, and Modernization and prioritization program areas. You will analyze Facilities and Environmental program requirements impacting budgetary and financial policy to identify recommendations, close requirement seams and gaps, and prioritize expenditure of funds. You will evaluate the effectiveness of Facilities and Environmental programs supervised in terms of Department of Defense/Department of Navy policy, and regulatory compliance. You will brief senior leaders on long-range plans, goals, or objectives to gain support for Facilities and Environmental program initiatives. You will assess the impact of plans, policies, and resources on an organization’s mission.

  • Must be able to obtain and maintain a Top Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • Occasional travel required away from normal duty station.
  • Employee may be required to work overtime.
  • Employee may be required to take part in readiness exercises.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing senior advisory expertise in the development and execution of long-term facilities and environmental program strategies for a large, diverse organization; 2) Displaying managerial proficiency in leading a productive, dynamic workforce; 3) Executing all aspects of the planning, programming, budgeting and execution (PPBE) process for MILCON and FSRM programs; 4) Providing organizational representation at events, forums, with secretariat staff, and with congressional staff. No special physical demands are required. Travel to Region headquarters and Navy Installations is required at several times throughout the year to perform site visits and attend meetings. Site visits often involve short tours of construction sites, industrial facilities, training ranges and other similar sites. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
