About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in the Plan Project Integ Management Office at Fort Meade, Maryland.

Duties

Serve as a Satellite Communications (SATCOM) subject matter expert and project manager/staff action officer regarding command and control and telecommunications systems for 7th Signal Command Theater. Provide monitoring for incident resolution (end-to-end), and problem management of complex Satellite Communications operations. Manage and coordinate the overall implementation of Satellite Communications systems, capabilities, or infrastructure that support transport between the tactical user and strategic services. Research and apply knowledge of current authorities and policy towards the development of new policy in accordance with DOD and Army directives, regulations, and operational and technical manuals. Review, validate, and coordinate planning for programs. Assist in staff development of future initiatives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • TDY may be required up to 15% of the time.
  • This is an Information Assurance Workforce Improvement Program position. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the certification/recertification for this position.

Specialized experience would be demonstrated by performing analysis of local and long haul telecommunications networks and systems; identifying and maintaining various telecommunications equipment and evaluating system performance; and initiating corrective actions to prevent or resolve communication outages. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
