Duties

Develops or applies techniques for automating information description, classification, and extraction (e.g. auto-classification and auto-categorization). Builds, revises and enforces auto-classification policies and taxonomies. Searches, collects, and preserves information using automated recordkeeping tools, systems, and technologies in response to complex requests that include sensitive information and classified materials. Evaluates the design and usability of information to improve the effectiveness and efficiency of the OIG information life cycle and organization, navigation and findability of information. Analyzes and synthesizes information to provide insights and advice to leaders to support business decisions. Identifies sources and strategy for content capture, identifies issues associated with sharing content across and outside the agency.

Requirements

  • Must be a U.S Citizen or National.
  • Males born after 12-31-59 must be registered or be exempt from Selective Service (see http://www.sss.gov).
  • Suitable for federal employment.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Requirements: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; or A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performs cataloguing by associating metadata with electronic content. Performs detailed research utilizing broad range of information systems in response to authorized requests for information. Applies classification systems (e.g. lists. Trees, hierarchies, facets, system maps, folksonomy and database schemas) to electronic information. GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performs cataloguing by associating metadata with electronic content. Enforces system policies, business rules or schemes so information is identifiable, retrievable and meet organizational compliance requirements. Performs detailed research utilizing broad range of information systems in response to authorized requests for information. Applies classification systems (e.g. lists. Trees, hierarchies, facets, system maps, folksonomy and database schemas) to electronic information. GS-13: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Solves highly complex problems using cataloging or standard library functions, methods, techniques, concepts and principles. Modifies standard library practices, precedents, and techniques or adapts previous approaches relating to information access, dissemination, and preservation. Performs cataloguing by associating metadata with electronic content. Builds, revises and enforces system policies, business rules or schemes so large volumes of information is identifiable, mapped to records schedules, retrievable and meet organizational compliance requirements. Performs detailed research utilizing broad range of information systems in response to authorized requests for information. Develops or applies classification systems (e.g. lists. Trees, hierarchies, facets, system maps, folksonomy and database schemas) to electronic information to improve organization, navigation and findability. Collaborates with stakeholders or staff and makes recommendations to requestors to improve search results and expedite processing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Only experience and/or education obtained by the closing date of this announcement will be considered.

Education

Substitution of Education for Specialized Experience:

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

There is no substitution of education for the qualifying experienceat the GS-12 grade level.

There is no substitution of education for the
qualifying experienceat the GS-13 grade level.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
