Duties
The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.
The individual selected for this Librarian (Systems) position will perform the following duties:

Qualifications
You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for the Librarian series, 1410 can be found at: Librarian Series 1410 (opm.gov). You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.
Applicants must meet the basic occupational qualifications requirements for this position as follows:
Basic Requirement: Completed one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (NOTE: You must attach a copy of your transcripts for verification).OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
AND
Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.
Specialized experience for this position includes:
Maintaining, administering, and troubleshooting all functions of an integrated library system (ILS): managing ILS permissions and access, developing and reviewing ILS requirements and policies, creating operational and management ILS documentation in accordance with national and international library and information management standards.
Evaluating existing software and emerging technologies; recommending and coordinating adoption, implementation, and utilization of technical solutions in compliance with organizational baselines and policies.
Planning and conducting Cybersecurity continuous monitoring and analysis to ensure systems maintain acceptable level of cybersecurity posture.
Providing customers with informational and analytical support and guidance on Cybersecurity requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education.
Education may not be substituted for specialized experience at this grade level.
