The Office of the Solicitor acts as legal counsel to the USPTO on intellectual property law matters and also works in collaboration with the Department of Commerce on interagency intellectual property law matters. The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy.

Librarian Series 1410
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education.
A. Completion of 1 full academic year of graduate study in library science (MLS, MILS, MLIS, etc.) in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
Or
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to the above basic requirements applicants must meet the specialized experience requirement.
Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
.For this position, the next lower grade level is a GS-13.
Specialized experience for this position includes:
(1) Experience in serving as a reference librarian who demonstrates expert knowledge of the theories, objectives, principles and practices of librarianship;
(2) Experience in establishing cooperative links with other libraries and information centers, and maintaining effective contacts with library professionals and organizations;
(3) Experience in utilizing knowledge of statutory, regulatory, and case law principles to thoroughly research legal issues and provide search results, as well as detailed legal analysis and recommendations; AND
(4) Experience in solving highly complex problems, making significant recommendations to develop or change information policies and programs, developing new and innovative approaches to policies and programs, and solving a variety of library reference or referral problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted for specialized experience at this grade level.
