The primary purpose of this position is as a Hazardous Materiel Supply Technician to assist the Wing Environmental Program Manager in monitoring and administering wing environmental programs and to provide operations oversight and support pertaining to the receipt, control, storage, and issue of items classified as hazardous materials

Duties

-Assists the Wing Environmental Manager with the administration of all environmental programs and concerns. -Operates and maintains the hazardous materials pharmacy program for the 301st Fighter Wing. -Maintains stock levels for authorized pharmacy items. -Establishes and conducts a systematic inspection program for all procured and stored hazardous materials (e.g., gases, oils, paints, sealants, grease, dyes). -Prepares recurring and special reports -Provides technical guidance to wing personnel on the use of hazardous materials.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or

  • The employee may be required to travel on military and commercial aircraft.
  • A valid motor vehicle operator’s license is required to drive an automobile.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Use of special safety precautions such as protective clothing and gear are necessary. May be required to work at heights IAW AFI 91-203, Chapter 13.
  • May be required to obtain job-related certifications such as HAZWOPER, DOT, and RCRA.
  • This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the
  • designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established principles, concepts, and methods of environmental protection program work, and skill in applying this knowledge in performing a variety of duties involving the management, coordination, monitoring, oversight, and evaluation of routine programs, projects, or activities OR EDUCATION: Successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D NOTE: You must submit a copy of Transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of governing laws, regulations, procedures, instructions, functions, and program requirements. Knowledge of data entry and processing of transactions in an automated system. 2. Ability to read, interpret, and apply applicable reference material, such as regulations and manuals to accomplish tasks and resolve complex problems, and to apply basic analytical methods and techniques to resolve problems and/or deviate from normal management procedures or program requirements. 3. Knowledge of local, state, and federal rules requirements regarding hazardous materials. 4. Knowledge of health, safety, and environmental compliance and pollution prevention regulations, requirements and procedures regarding the ordering, receipt, storage, handling, issuing, and disposal of hazardous materials. 5. Ability to communicate effectively, both orally and in writing. Knowledge of the established principles, concepts, and methods of environmental protection program work, and skill in applying this knowledge in the performance of a variety of duties involving the management, coordination, monitoring, and oversight of routine programs, projects, or activities. 6. Practical knowledge and understanding of one or more environmental sciences or related fields sufficient to assess and correlate environmental data, verify results, and discuss technical aspects of the work with other environmental experts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
