The primary purpose of this position, TECHNICAL DATA MANAGEMENT SPECIALIST, NH-0301-3, is to serve as a first level Technical data management specialist supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to an AFLCMC Directorate organization.
Duties
Lead development of plans and procedures for the acquisition and management of technical data required to support the assigned weapon system throughout the acquisition lifecycle.
Develop Technical Data acquisition and sustainment contract strategies that align with the Acquisition Strategy and Life Cycle Sustainment Plan.
Maintain responsibility for the delivery of Technical Data review and acceptance requirements.
Represent the organization with a variety of functional area organizations.
Determine appropriate recommendations for unresolved or questionable problems and performs follow-up.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. An example of creditable specialized experience includes: adapting analytical techniques and evaluation criteria to the measurement and improvement of acquisition logistics, program management, and the standards/specifications for the acquisition, development, and uses of Technical Data in a logistics support environment; knowledge and background in the techniques, processes, and systems utilized for the development, change, integration, management, reproduction, and solving complex issues.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, practices, functions, programs, and systems applicable to the duties of Technical Data management; sources, responsibilities, and means for providing assistance and advice to resolve Technical Data management problems; and all aspects of Technical Data management support.
2. Knowledge of logistics life cycle acquisitions, material support programs and functions to assure that advice,
consultation and policy guidance provided meets required objectives.
3. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, techniques.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to communicate both orally and in writing, and clearly present issues and recommendations.
6. Ability to establish and maintain effective working relations which foster cooperation and teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year-round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
