The primary purpose of this position is to serve as an advisor on the Air Force publications and forms process. Responsible for reviewing publications and executing AF policies, guidance, programs, plans, and procedures. Additionally, develops and facilitates publications and forms training.
Duties
Reviews Departmental level publications and forms and provides feedback and recommendations for coordination. Researches and analyzes laws and OSD policy and guidance to ascertain Air Force assigned authorities and responsibilities.
Assists with the implementation of the Air Force publications and forms training program. Provides supervisor with information and recommendations potentially affecting decisions on training and, administrative and programmatic aspects of publishing operations.
Assists with conducting reviews, research and analysis of complex issues involving regulatory and/or legislative requirements and provides expert/insightful assessment of impacts to AF mission and programs. Reviews AF implementing publications for compliance and currency as requested.
Air Force Departmental Publishing Office (AFDPO) representative for publications policy and guidance. Attends meetings of interagency and inter-command groups concerned with development and support planning using state-of-the-art techniques in publishing areas.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the understanding of analytical and evaluative methods and US Code, statutes, DoD Directives, instructions, military standards, policies, and procedures related to the preparation of agency policy and guidance publications that delegate authority and assign responsibilities in order to design and conduct of comprehensive management studies pertaining to agency delegations of authority where the boundaries of the studies are extremely broad and difficult to determine in advance. Knowledge of training principles and procedures, and technology associated with the publications and forms production methods and the use of the end product. Extensive knowledge of all types of publishing software with particular emphasis on training, production capabilities, and limitations including electronic composition and related equipment used in database creation. Knowledge of program management planning for all phases of the publications and forms management processes to develop a comprehensive training curriculum.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of Air Force Publications and Forms Program and Departmental Publishing Program, as well as United States Code (USC), DoD issuances, and Air Force policy/guidance.
2. Knowledge of, and skill in updating course materials and instructional methods, practices, and techniques in order to keep training materials up to date.

4. Skill in interpreting USC, DoD issuances, and Air Force policy/guidance and to apply them to reviewing, editing and writing complex instructions.
5. Ability to instruct and evaluate training courses in an office, classroom, or seminar setting.
6. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work to deal with diverse populations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
