This position is located in an NRCS State Office. The incumbent is responsible for providing administrative support to the Soil Science & Resource Assess (SSRA) division. Responsibilities relate primarily to financial management, purchasing, leasing, and contract management services. Other duties include office management. This position is non-exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

Duties

Serves as timekeeper for the Field, State or Headquarters Office and is responsible for verifying the time and attendance information that has been entered into WebTA. Prepares and/or reviews travel authorizations and vouchers in Gov Trip for all Field, State or Headquarters employees prior to forwarding on for Field, State or Headquarters leadership for approval. Provides administrative training to NRCS and District employees on agency operating procedures and requirements, including use of government vehicles, accident reporting procedures for persona l injuries and vehicle accidents. Purchases supplies, equipment and services through Office Max, GSA Advantage, and open market procedures such as blanket purchase agreements, or government purchase card within delegated authority. Assists the Accountable Property Officer with the maintenance of the necessary records; conducting the property inventory; disposal of excess and unserviceable items.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. Minimum Qualifications: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying. GS-5: Must have one year of specialized experience equivalent to the GS-04 level in the federal government performing the following duties: Using software packages to produce a variety of documents, e-mail, and updating calendars; Preparing routine correspondence or reviewing the correspondence of others, ensuring that spelling, grammar, and formatting are correct; Assisting with procuring supplies, equipment, and/or services; Maintaining documents using an electronic document management system; and Entering data into financial systems, spreadsheets and databases to create reports. Must be reflected in resume. OR Must have successfully completed a full 4-year course of study above high school. This education was obtained in an accredited business, secretarial, or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You MUST submit transcripts. OR Must have a combination of education and specialized experience as described above that totals 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100%. Only education in excess of the first 60 semester hours (i.e., beyond the second year is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) GS-6: Must have at least one full-time year (12-months) of specialized work experience equivalent to the GS-05 grade level in the Federal service. Qualifying specialized experience includes: establish and maintain tracking records and files; assist with procuring supplies, equipment; assist with making travel arrangements for staff; and utilize an automated timekeeping system to report time and attendance information. (Must demonstrate in resume specialized experience you possess.) GS-7: Must have at least one full-time year (12-months) of specialized work experience equivalent to the GS-06 grade level in the Federal service. Qualifying specialized experience includes: utilize computer programs to produce a variety of correspondence, documents, spreadsheets, and reports; assist with procuring supplies, equipment, and services for an organization; utilize an automated timekeeping system to report time and attendance information; and track and report budgetary information and status of funds. (Must demonstrate in resume specialized experience you possess.) GS-8: Must have at least one full-time year (12-months) of specialized work experience equivalent to the GS-07 grade level in the Federal service. Qualifying specialized experience includes: performing a variety of administrative and management services such as travel, logistics and procurement; utilizing an automated system to transmit Time and Attendance (T&A) data for processing; preparing reports, letters, and bulletins for management; processing travel authorization requests and travel vouchers for reimbursement using expense management software; responding to general telephone and written inquiries for information; and disseminating and tracking information as it relates to new initiatives or special projects.
