The Registered Nurse IV Informaticist works in the Office of the Functional Champion (OFC) providing health information support to VA's Electronic Health Record Modernization-Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA). EHRM-IO is responsible for ensuring that VA successfully prepares for, deploys, and transitions to a new electronic health record (EHR) system. This position is physically located in the Washington, DC Program Office.

Duties

General Description of Assigned Duties: The Registered Nurse IV lnformaticist is located in the Office of the Functional Champion (OFC), Chief Nursing Informatics Office (CNIO), Functional Testing and Evaluation. The incumbent executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission. Informatics is a multidisciplinary and integrative field that focuses on health information management and information technology (IT) in support of health and health care. This position establishes a formal informatics leadership presence and ensures leadership in the implementation, sustainment, and daily operations of the service/department so that health information issues affecting the delivery of care are clearly articulated and raised appropriately for action. The focus of this position is to optimize effectiveness of patient care delivery and systems management in support of the Veterans Health Administration's (VHA) mission and goals. Nurse (Nurse Informaticist) Basic Requirements English Language Proficiency. In accordance with 38 U.S.C. 7402(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education: Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the registered nurse degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment. License and Certification: License. Nurse. All Nurses must possess and maintain an active, current, full and unrestricted license as a Nurse to practice in a State, Territory or Commonwealth of the United States, or in the District of Columbia. NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and (ARNP) (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. *** Preferred Experience/Enhanced Qualifications: At least one (1) year experience working with Electronic Health Records for major healthcare system(s). One (1) year of testing experience aligned with the Electronic Health Record or Medical applications.*** The following Scope, Education and Experience, and Dimension criteria must be met to qualify for Nurse (Nurse Informaticist) IV: Nurse IV. (a) Scope. (b) Education and Experience Requirement. i Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR ii Master's degree in a related field and a bachelor level degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR iii Doctorate in Nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR iv Doctorate degree in a related field and a master or bachelor level degree in nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. (c) Dimension Requirement. Nurses at Nurse IV must meet ALL the following dimension requirements to qualify for Nurse IV. i Leadership. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community. Physical Requirements: This position is primarily sedentary in nature. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of sitting and computer work. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on facility's needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
