The Supervisory Information Technology Specialist (Cybersecurity) position is located in the Application Design and Delivery Office (ADD), Enterprise Services (ES) reporting to the Officer Director, Bureau of Diplomatic Technology (DT), in the US. Department of State (DOS).
Duties
Oversees, directs, and monitors the cybersecurity program(s) for all ADD products and services for 24/7/365 operation that provides cyber incident intrusion, detection, and response management service to protect DOS's cloud computing assets.
Support various Authorization and Assessment efforts by reviewing and evaluating security governance, to identify the need for change in IT systems security based on new security technologies or threats.
Direct a Federal staff of GS-13 and GS-14 level positions and grade level equivalent contract employees and functions as a cybersecurity authority providing management and oversight of cloud based application platforms.
Coordinates the engineering and designing solutions and tools that manage risk and meet relevant security regulations, controls and policy.
Analyze feasibility studies, proposals, and in-depth analysis of current IT security tactics, techniques, and procedures.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Experience reviewing information technology related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
Customer Service - Develop and maintain relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. Makes clear and convincing oral presentations and listens to others input. Attends to nonverbal cues and responds appropriately.
Problem Solving - Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions and makes recommendations.
AND
Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with cyber compliance and incident management activities to protect cloud-based Enterprise applications.
Experience managing, planning, and facilitating cybersecurity functions, including Authorization and Assessment (A&A) of applications, platforms, and major systems that reside in the cloud.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-15 position.
