The primary purpose of this position is to serve as the expert advisor to the USSOCOM Commander on senior military officer personnel matters pertaining to accession, force development, succession management, sustainment, and recognition.
Duties
Senior advisor and command expert for senior leader management administering over 200 joint senior personnel and associated positions assigned across the USSOCOM Enterprise, and other DoD entities.
Oversees the execution of assignment, promotion, development training, and performance management process for USSOCOM O-6's enterprise-wide.
Manages the Senior Officer Performance Management Programs for Joint members assigned to USSOCOM, Theater Special Operations Command's (TSOC), Service Components, and the Joint Special Operations Command (JSOC).
Updates, queries, and processes actions through all Air Force, Army, Navy, and Marine Corps military personnel data systems and Fourth Estate Manpower Tracking System (FMTS).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of military personnel concepts, practices, laws, regulations, policies, and precedents sufficient to provide management advisory and technical services on substantive military personnel functions as well as providing staff-level advice in the development of solutions to complex problems. In-depth knowledge and proficiency in Senior Leader to include GO/FO utilization and head space limitations in multiple service components while complying with requirements set forth in order to receive Joint Qualified Officers designations. Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans and/or flexible alternatives to solve problems. Comprehensive knowledge of the laws, executive orders, and concepts pertaining to personnel management, and the relationships between the various personnel disciplines to recommend to management appropriate interventions to resolve complex, military personnel problems and issues.
OREDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related.
ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of wide variety of military Senior Leader programs such as 06 and General/Flag Officer requirements/augmentation, assignments, military personnel regulations, principles, concepts, practices and processes to identify, evaluate, resolve issues or problems and isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. In-depth knowledge of a wide range of military personnel concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive management advisory and technical services on substantive military personnel functions as well as providing staff-level advice in the development of solutions to complex problems.
3. Skill in gathering, evaluating and interpreting data sufficient to arrive at valid supportable conclusions and to offer meaningful recommendations.
4. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion.
5. Ability to communicate effectively with tact and diplomacy to advocate command positions, to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, and deliver on-target and effective briefings, project papers, staff reports and correspondence to foster understanding and acceptance of findings and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty.
