Duties

As a Workforce Planning Specialist you will: Providing guidance on human capital programs for the Center, including recruitment, retention, position classification and related activities. Coordinating the recruitment process for the Title 5 and excepted service appointments to include fellowships and student programs for assigned programs. Determining the staffing needs and advising on the full range of recruitment activities. Assisting program managers with developing position descriptions for clerical, administrative, and professional positions. Developing and implementing strategic recruitment objectives; monitoring assigned program recruitment activities and analyzing recruitment methods. Providing advice and guidance on a variety of appointment mechanisms to attract highly qualified scientists and researchers for permanent or short-term appointments to the agency.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-9 grade level, you must have at least one year of specialized experience at or equivalent to the GS-7 grade level, which must include the following experience: assisting with reviewing and preparing various recruitment packages in accordance with recruitment and staffing policies, procedures and guidelines and assisting with reviewing classification actions providing recommendation on routine issues such as the use of standard position descriptions. OR Have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level education leading such a degree, or LL.B. or J.D., if related from an accredited college or university. OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position. To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-9 grade level, which must include the following experience: providing advice and guidance to managers on staffing and classification activities, to include preparing recruitment packages, position descriptions, developing job analysis and researching and interpreting regulations, policies and procedures to advise on recruitment or staffing needs. OR Have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level education leading such a degree, or LL.M., if related from an accredited college or university. OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
