This position is located in Forest Service, Work Environment & Performance Office.
This position serves as a Program Specialist with the responsibility for a variety of projects, issues, studies and problems, many of which are of special and particular interest to the Chief of the U.S. Forest Service. Projects and issues often include matters of a sensitive or confidential nature.
Duties

Serves as a resource for assessing needs and developing plans to meet the training support and logistic requirements of the unit.
Assists managers and staff with locating information on a variety of training support functions, procedures and requirements on the unit.
Coordinates and integrates a number of important and complex unit segments of technical and administrative work.
Coordinates with and advises officials of other units or organizations and higher-level management officials.
Provides staff leadership in the coordination and integration of the resource program with the programs of other resource staffs.
Conducts a variety of one-time studies, inquiries and the like, requiring an intensive analysis of problems, issues or controversies pertaining to functions, programs, policies and relationships of the resource program.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-11 Level: One full year of specialized experience equivalent to the GS-09 grade level. Specialized experience is defined as two or more of the following: Serves as a point of contact regarding the administration of the unit's budget; Identifies potential problems involved with budget forecasting, and personnel/organizational structures; Participates in the unit's strategic planning process and development of long-range plans; Ensures workforce planning is consistent with established guidelines; Analyzes and recommends improvements to unit organizational structure, processes, and procedures.
For the GS-12 Level: One full year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as two or more of the following: Serves as a resource for assessing needs and developing plans to meet the training support and logistic requirements of the unit; Assists managers and staff with locating information on a variety of training support functions, procedures, and requirements on the unit; Discusses new guidance on new audio visual and training technology and trends with higher graded specialists/managers and seeks guidance on interpretation and integration into unit training activities.
For the GS-13 Level: One full year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as two or more of the following: Worked as a program analyst/specialist, or directly related position with responsibility in working with analytical and evaluative methods for work improvement/performance programs; working with managers to implement solutions to work improvement by utilizing strategies in establishing goals/objectives, actions plans, and evaluations of results; coordinating employee interviews and focus groups in relation to work environment programs; identifying areas for improvement or elimination with current policies and procedures; collaborating with managers on data analysis to review work environment data; and making recommendations with training and resources to advance the work environment programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
