The primary purpose of this position is to serve as a professional information technology specialist providing a wide range of IT services tailored to support architecture development, software development, and Risk Management Framework activities for cyberspace systems. Provides advanced knowledge and skill in the development, use and sustainment of IT systems and is considered an advanced IT user.
Duties
DUTY 1: Responsible for the design, development, installation, test, implementation, modification, documentation and
follow-up maintenance of infrastructure and software systems for cyberspace operational systems. Performs
in-depth analysis.
DUTY 2: Analyzes complex strategic, operational and tactical processes and a variety of unusual problems, questions, and conditions to establish/maintain a branch-level infrastructure and software development program. This includes identifying/implementing development and production cybersecurity architectures, requirements, objectives, policies, personnel, processes and procedures.
DUTY 3: Develops and maintains required cybersecurity programs via Risk Management Framework (RMF) to support mission needs. Develops and/or maintains systems cybersecurity program. Leads implementation of the Risk Management Framework (RMF) process for multiple cyberspace systems and lead development of all necessary artifacts (System Categorization Identification Protocol, System Security Plan (SSP), Plan of Action & Milestone (POA&M) and Cyber scorecard) on key components of the cyberspace systems and associated networks within the Division.
DUTY 4: Determines acquisition and sustainment requirements to maintain cyberspace systems. Determines if complex systems and processes are capable of meeting operational requirements, resulting in recommendations and decisions that affect whether or not a process or system should be used, be enhanced, or be replaced by other formal or ad hoc solutions.

- This position may be designated as an acquisition position. Covered by the Acquisition Professional Development Program and the employee must meet, or be capable of meeting, the applicable Defense Acquisition Work Improvement Act requirements.

- Incumbent must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position requires information assurance work as an additional duty. Per DoD 8570.01-M, the recipient must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes demonstration of knowledge in a wide range of concepts, principles, and practices in IT and Cybersecurity platforms As such, knowledge in these specific areas: systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities
sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems
and applications software projects; and to design, write, test, debug, and maintain information systems and
applications software and ensure successful integration with existing and anticipated infrastructure in the cyber
weapon system environment.
Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc...), weapon
systems, and command, control, and mission process, systems, and applications.
Knowledge of IT management information systems and applications software technology to isolate causes of
problems between hardware, system, and applications software programs and to measure system performance
evaluate risk, and/or extend weapon system capabilities to support organizational business processes and operations.
Knowledge of IT management information systems requirements and application software development
techniques required in carrying out project assignments of considerable difficulty and with little specificity
regarding approach to be followed.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future
requirements.
Ability to plan, organize, and direct the functions and staff of an organization.
