Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as a senior information technology (IT) specialist and technical expert within the HNCP Branch.

Duties

DUTY 1: Develops and delivers software and/or other digital services (cyber, cloud, platform, data, and/or artificial intelligence) through the following execution phases: design, development, installation, test, implementation, modification, documentation and follow-on maintenance. DUTY 2: Manages mission knowledge, information, and situational awareness processes and systems using an agile approach. Provides streamlined mission information flows improving the quality and speed of decision making, reduce duplication of effort, and maximizes automation by integrating processes and mission information technologies, systems, and tools across internal and external organizations. DUTY 3: Serves as Project Lead for cyberspace capability development, assessment, and fielding. Manages cyber capability development and fielding projects. Develops and maintains software and digital technology systems and processes to support enterprise and/or cyber mission needs; develops rules and requirements that describe baseline and target architectures.\ DUTY 4: Represents assigned teams and digital products with a variety of Department, Headquarters, installation and functional area organizations. Establishes, develops, and maintains effective working relationships with relevant Joint DoD, AF, Center and Directorate organizations.

  • Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is Acquisition Category IT, Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • This position requires information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: demonstration of advanced technical knowledge of technology systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment ( i.e. cyber, cloud, platform, data, and/or artificial intelligence). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced technical knowledge of software and other various digital technology systems (cyber, cloud, platform, data, and/or artificial intelligence). Knowledge of technology systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of DoD and Air Force policies and procedures, guidelines, directives and techniques related to software and technology system platforms. Ability to clearly and effectively discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within the DoD and other government agencies within timelines prescribed by regulation or management. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to identify requirements for contracting and budget proposals for IT acquisitions. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
