Duties
This Legislative Aide position is located Legislative Affairs, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes a variety of congressional activities including mentions of TSA and TSA equities during various congressional engagements, legislation impacting TSA or TSA equities, and Member of Congress interests and activities with a nexus to TSA. Develops recommendations for actions in response to congressional inquiries and supports program offices in the development and coordination of responses.
Provides research, technical support, and drafting assistance to Legislative Specialists for briefing memos, biographies, and other briefing materials for meetings and briefings with Members of Congress, congressional staff, DHS, and TSA Senior Leadership.
Identifies, analyzes, and recommends solutions to current or anticipated problems for administrative functions, procedures, systems, work initiatives, or projects related to the successful adherence to legislative requirements.
Directs the development of SharePoint capabilities to improve the office's ability to task and track the agency's responses to legislative requirements.
Participates in, and documents key items from, congressional hearings, briefings, and meetings with TSA equities to document Member questions, concerns, topics of interest, getbacks, and next steps.
Qualifications
To qualify for the SV-F Pay Band (equivalent to GS-5/7/9), you must have one year of specialized experience equivalent to the SV-E or GS-4 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
- Identify, collect, and analyze problems to make recommendations to policy, procedures and/ programs;
- Conducts research and analyze legal information and present findings to leadership.
- Communicate effectively orally and in writing.

B. Education: Bachelor's or higher-level degree in any field from an accredited college or university.

C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience
required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge,
skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Applying legislative proposal coordination and clearance process, Congressional testimony drafting and review process, and policy to research and track
legislative activity;
- Applying applicable laws and government regulations that can include departmental policies and objectives, organizational structure, processes, and
procedures, necessary to provide administrative, technical, and clerical support; and
- Researching, verifying legislative language, and/or reviewing often complex regulatory or program information.

Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.
OR
Three full years of progressively higher-level graduate education leading to such a degree.

LL.M., if related.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time
graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study
requirement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
