This position is in the Philadelphia Regional Office. The incumbent is assigned to the Pension Management Center and reports to the Pension Management Center Manager and Assistant. The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.
Duties
In the position, the duties include but are not limited to:
Conducts continuing and periodic studies involving compilation and analysis of data for purpose of evaluating the effectiveness of the Pension Management Center's operations, identifying areas requiring improvement, and recommending procedures of methods for more efficient operations and production. This includes studies involving a wide variety of management and operational reviews covering workload analysis, utilization of resources, productivity, workflow processes and improvements, and changes in organizational structure and methods of operations to promote efficiency of operations.
Conducts management audits, surveys and systematic reviews of operations in order to ensure that the established policies, practices and procedures are effectively implemented.
Develops methodologies and management strategies for non-routine improvement projects involving several interrelated administrative and operational functions.
Provides staff assistance in order to develop and implement changes in staff organization.
Develops computer-based applications for use by the Division for automatic data storage and other functions that are not able to be controlled by the regular workflow system such as performance review, anomalous workload fluctuations.
Uses working knowledge of Veterans Services/benefits programs to monitor work trends and work processes.
Performs tasks involving budget execution by compiling data from financial management reports, ensures budget transactions are in compliance and compares current estimates with expenditures.
Prepares graphs, charts and other audio-visual displays depicting the Pension Management Center program information and statistics for use in training, management briefings and information dissemination activities both within and outside of the Center

Qualifications
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience
GS-11 Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Specialized experience such as:
Responsibility for database management software for analysis,
Reports and managing activities;
Demonstrating work experience using techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs;
Tracking and analysis of assigned program areas;
Analyzing and preparing program status reports for internal and external use at all levels;
Planning, scheduling, and conducting studies/surveys;
Utilizing computer techniques for statistical purposes;
And managing information systems
Or
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Specialized Experience
GS-12 Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as using advanced management principles for:
Developing strategic planning, development of communication and marketing materials, and resource allocation;
Evaluating the effectiveness of business operations and the efficiency and productivity of management; advanced experience with the planning, research, analysis and problem solving of assigned programs;
Expert in conducting queries and audits of business programs/policy assessments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
