Duties

The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) at Patrick Space Force Basse is searching for an Initial Skills & Training Development Lead (NH-0343-03, GS 12/13 equivalent). Description: We are seeking a dynamic and experienced Initial Skills & Training Development Lead to join our team. This pivotal role focuses on evaluating, developing, and enhancing training programs and processes within STARCOM. As the Initial Skills & Training Development Lead, you will be responsible for thoroughly assessing all training programs and processes, identifying opportunities to enhance quality, effectiveness, and efficiency through technology and innovative teaching/learning strategies. You will develop, validate, evaluate, and update comprehensive training products to ensure they meet the highest standards of educational effectiveness. You will train and assist Learning Professionals in developing and implementing advanced training programs and processes. Supporting the development of both resident and non-resident training courses will be essential to meet the diverse needs of STARCOM personnel. Managing special projects related to instructional programs and driving strategic initiatives and innovations in training are also crucial responsibilities. You will serve as a clearinghouse for new acquisitions and contractual settings, ensuring a unified effort in the use of Student Management Systems, Learning Systems, and Information Systems. Delivering various sets of analysis on a monthly, semi-annual, or annual basis, you will provide actionable insights to drive continuous improvement. As the Initial Skills & Training Development Lead, you will play a crucial role in shaping the future of education and training within STARCOM. The ideal candidate will have a strong background in training and education technology, as well as the ability to drive programmatic and technical advancements in educational practices. Should also have proven experience strong analytical and interpretive skills, excellent problem-solving abilities, proficiency in guiding technical and programmatic work, expertise in developing training materials and programs, and strong written and verbal communication skills. Preferred qualifications include experience with Student Management Systems, Learning Systems, and Information Systems, previous experience in military or defense training programs, advanced degrees in education, training technologies, or related fields, and a deep understanding of Space, Cyber, Intel, and/or Acquisitions. Experience at MAJCOM, Fieldcom, or the Pentagon is also desirable. Key Skills and Abilities: 1. Knowledge of the Department of Defense Space cadre, understanding of current education and training priorities, goals, instructional models and challenges for the Space Force and joint space operations cadres. Understanding and ability to manage responsibilities that produce USSF accessions and student pipeline management processes through basic military training, officer candidate school, initial skills training and professional continuing education and training programs. Strong analytical background that supports understanding and enables generation of required military and civilian senior leader level analysis and assessments. Highly experienced in Air Force MAJCOM and Space Force Field Command staffing processes and organizational models. 2. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of program issues. 3. Ability to communicate effectively, both orally and in writing. 4. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including filed level representatives. 5. Knowledge of military service program goals and objectives, the sequence and timing of key force development events and milestones, and methods of evaluating the effectiveness of those events to positive outcomes. 6. Ability to gather, assemble, ad analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

Requirements

  • This position is eligible for telework, 2-4 days per pay period. Employee must reside within commuting distance of worksite.
  • PCS and Incentives are authorized.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This position is designated as a Testing Designated Position (TOP) under the Air Force Civilian Drug Testing Program.
  • Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
