The primary purpose of this position is to serve as an Air Force Forces (AFFOR) staff Aircraft Maintenance Specialist, applying aircraft maintenance subject matter expertise to deliberate and crisis action mission planning in support of applicable Operational Plans (OPLANs).
Duties
Participates in crisis and deliberate action planning and complies with legal and regulatory requirements to meet customer needs.
As a technical advisor on bomber and E-4B aircraft maintenance, analyzes sortie generation and maintenance utilization capabilities/requirements in order to meet operational objectives.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).
Provides expert technical advice, assistance, and instruction to GSOC, AFSTRAT and subordinate units on the operation and maintenance of aircraft systems and equipment and the timely resolution of maintenance issues and problems.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of principles, practices, and concepts involved in aircraft maintenance practices and procedures, aircraft characteristics, and aircraft systems; to plan for operations support, evaluate services, and meet resource requirements (e.g. manpower, equipment, facilities, funding) for program sustainment. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of defense aircraft maintenance production methods, techniques, principles, and objectives in order to ensure appropriate procedures, policies, training, compliance, and resources in support of command-wide aircraft maintenance program management. Prior experience with defense bomber aircraft (e.g. B-1, B-2, B-52 and E-4B) maintenance is highly desirable.
Knowledge of a wide range of qualitative and/or quantitative methods for the technical management, assessment, and improvement of command level plans and programs in the area of aircraft maintenance.
Ability to apply standard principles and concepts of logistics management to develop and execute plans which cover the life cycle of aircraft systems, sub-systems and airframe acquisition and sustainment; including practical knowledge of contractual processes, procedures, and technical requirements.
Ability to plan, organize, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources; including ability to lead or participate in study teams and task forces composed of members from different organizations and commands.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
