About the Position: Joint Program Executive Office Armaments & Ammunition leads and manages the research, development, production, procurement and equipping of lethal armament and protective systems to provide Joint Warfighters with overmatch capabilities to defeat current and future threats world-wide.

Duties

Oversight and management of all facets of program execution to enhance program effectiveness in the areas of program planning and acquisition, budget and financial execution, cost and data analysis, and accounting and audit compliance. Performs the full range of supervisory duties for a staff of up to 10 technical and support employees within a Branch. Advises on the activities of personnel engaged in the acquisition of services and products through contractual means to include financial oversight and control, budget formulation and execution, Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review budgetary defense, fiscal and acquisition policy and compliance, and manpower. Provides full transparency into programs and activities to ensure on time deliverables and proactively identify and prioritize at-risk or delays, clear roadblock and accelerate processes. Responsible for coordinating requirements for IT systems supporting business processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field "Program Management" within 48 months of entrance on duty.
  • Selectees must sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.
  • One year supervisory probationary period may be required.
  • Must file a Financial Statement (OGE-450) upon appointment and annually thereafter.
  • Selectee must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access.
  • This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is described as:1) Directing personnel engaged in various areas of program management such as financial oversight, budget, policy, and manpower; 2) Exercising independent advisory within the framework of executive direction in support of programs within an organization; 3) Evaluate effectiveness of program management by revising priorities, changing emphasis and transferring resources between projects; 4) Coordinating requirements for IT Systems supporting business processes.
